Novell NetWare - IPX Driver - INTERNAL - SEND PACKET

BX = 000Fh
ES:SI -> Event Control Block (see #03810 at BX=0003h)
IPX header's checksum field must be set to FFFFh (see #03815)
IPX header's total-length field must be set

Note: Nearly identical to function 0003h, but does not copy address into the first fragment, and bypasses normal error checking
